My son bought a jacket from the US, which turns out to be a fake. Buyer said he didn't know and has refunded. But my son paid customs on it, if he's now returned it does he get the customs back?
I'm guessing no, but that seems a bit of a rip off.

Start with HMRC? They would be the ones who collected it.

seems pretty straightforward. I'd imagine this is a fairly common situation!
