[Closed] Anyone know any open source change note/product manual software?

In the dim and distant past I worked in a kind of utopian factory where we had an online manual of how all the processes in the factory worked, how to make the various products, each manufacturing step or process described and a change note system where you could submit change notes relating to various steps or processes..

Now I think it was all just a web page and may have been done in html/css, but I wonder is there any open source software designed to do this to prevent me from re-inventing the wheel..
