Can android share an app across multiple devices like in ios without have to purchase it seperately on each device?

Yes. The app is tied to the account, not the device. You can also have more than one account on the device.
eg, I have some paid apps that are on my tablet, mobile and a second mobile but I only paid for them once.

I only have one paid for app but it works on both my phone and tablet.
