Depends what spec you're after. I recently got 3 991 cross steps from wiggle for £47.50 Less than £16 each. That's pretty cheap.

Give Swinnertons a call. 01782 747782 They might have loose chain on a roll for that quantity. And you can use SRAM links with Shimano chain.

Cheap is good- its for hire bikes. I know Shimano can be joined with powerlinks but if I ever run out at work, SRAM can be choined with a chain tool..

Huh? They can both be joined in exactly the same way, either with a joining pin, or a Power Link, and if you don't push the original pin all the way out you can just drive that back through.
