It comes off so you can fit a rear light that comes with that specific type of mount.

Looks like a rebranded Fizik one but I’m not sure.

It doesn't and you don't. It is just branding plus an intuitive illustration to the end user that there is a clip thingie you could use.
Some saddle bags clip in too.
The fizik saddle pack is excellent, as are the Cateye saddle clips for rear lights. If taking two bottles, I'll use the small pack, otherwise I often use the rear light as a backup (Cateye Micro) - main is a Garmin Varia.
