I bought a Rema puncture repair kit and there is a small rubber tube in it, I've also noticed this in some other puncture repair kits but never known what it was for. Anyone know?
It's a replacement/repair tube for the older [url= http://www.sheldonbrown.com/gloss_w.html#woods ]woods valves[/url] i think.

It is for repairing/maintaining woods valves. Used to have them on my Moulton Mini in the 60s and I'm pretty sure on my Puch Hi-Riser in the early 70's. Not seen em for a long time.
Rema are a German company and a large number of 'city bikes' come with those Wood's valves (I didn't know that was what they were called in English actually so you learn something new everyday!).
They are also useful as emergency sleeping bags for baby worms
Body armour for a one legged spider.
You can also repair Schraeder valves with it if you have a valve key, and I think Presta too if they are the repairable kind.
valve rubber - usefull for attaching quil floats to your fishing line
