V-brakes on bike wheels only, and 250kg load plus rider. Safe as houses.

We already have Deutsche Post and UPS using e-trikes to deliver in town.
Very good, and useful for bulky but not necessarily heavy loads that wouldn't fit on a conventional trailer.
Excellent!! And regarding hills... My mrs pulls our 5 year old twins, their bikes, their school stuff and picnics... all around north Bristol, using a Chariot (Thule) trailer and a bike with a Bosch CX motor (the ones they use in the mtbs). North Bristol is England's answer to San Francisco btw. Not just the hippies, but the hills I mean.
In the UK, we may have speed restrictions on our ebikes, but not torque restrictions.

How much stuff does get moved across town as opposed to the next city? Post C19 I'm wondering if we will see a move to more local supply, so making short journey and low carbon very viable.

to make it more effective in the UK we need proper enforcement of parking / waiting and loading regs. Every day ( under normal circumstances) I see vans delivering to local businesses breaking the law with where they stop.

The Dutch and the Danes manage to roll about on bikes throughout the year and the weather isn't much different to what the UK suffers.
I think it's more a question of infrastructure as opposed to weather....
UPS and Deutsche Post manage to ride year round despite the snow. The UPS trikes are partly covered with a large fairing. They have a large van that parks up somewhere convenient and a couple of trikes use it as a base until they are ready to move on to the next part of town.
