does anyone have a recommendation of a right angle usb cable that will work with the out front mount?
I got one from eBay but it is too long and catches on the stem.

Does the bolt work while simultaneously being charged? Not an issue for me as there is no way i can ride a bike longer than the battery lasts in one of them.

Yeah it does charge whiles being used - good luck finding a usb cable with a head small enough to fit between in and the bar/stem, there's not much room!
What you want to find is a cable with a micro usb port the same as on phone wireless charging adapters, like this:
Not sure what they're called though.
