Don't really see an issue, seems to be broad consensus that lost of adult beginners would benefit from some training so why should the Police be any different?
Why not just re-use existing resources on 'how to ride a bike', rather than spend time writing up a 93 page book.
erm, they're riding on the pavement. Someone arrest them at once!
actually it deal more with how to undertake other stuff - like how to get crims after chasing them - riding technique - group riding etc
only the same a the police patrol cars etc
