Sorry this has probably been done before. But how clean does the bike have to be? What about spots of rust on the SPDs?

they aren't worried about rust, just dirt and bacteria.
give it a good clean and you'll be fine. they will want to inspect it, but when I took mine into NZ, they cleaned it for me! (was on a round the world trip so didn't have the facilities to clean it too well.)
They will also was the tyres in disinfectant/bleach!
Very very clean - I did mine with a tooth brush and they still disinfected it and did some extra cleaning.
Whatever you do, be smiley and not grumpy at the customs guys - if you are friendly, they will disinfect it there and then for no charge. If you're grumpy they can take it away to be cleaned, which costs you about 50 quid.
