If you buy something from the states, not through ebay, and the price is in dollors does paypal work out the exchange rate when you make payment?

Yes and it tells you the Pounds sterling amount before you complete the payment.

Remember you will most likey be stung by customs, import duties and vat. Equal to +33% I've looked at same many times but daren't take the risk. Let us know how you go on.

Or you can elect to pay in dollars and have your credit card do the conversion, which certainly with my card gets me a much better rate.
