Wanted to replace 11t and 13t (the smallest two) of a Sunrace MX3 cassette with steel ones off a Shimano 10 speed cassette.

I noticed the teeth have a different rotational offset. I know it is not ideal, what with the shift gates and tooth profiling not being aligned (11t is almost a plain sprocket anyway) and all but will it work?

Much less of an issue at that end of the cassette. Doubt you'd notice.

That's what I thought. The smallest sprockets are simpler anyway so less of an issue. I trialled it without the mech cabled up and it worked fine by hand, but under power can be a different matter IME.
