is this normal? I'd have thought the tape should heve sealed up the valve hole, and shouldn't have been affected by the nipple coming loose?
Nah, had that happen in finale. You'll find the nipple has pushed the rim tape up, sealant gets under it, then the tape doesn't stick and air gets out. Bloody annoying.

Sealant gets flung to the outside, away from the tape. Sealant doesn't stick well to the tape either.
When I raced the mega a few years ago, I solder tied the spokes, in the event of a spoke coming loose/failing it wont flap around, either puncturing the rim tape or getting mangled in the wheel.

Weird, how much force is the nipple/broken portion of spoke under that it can push up the tubeless tape which is also being held in place by the tyre? Is it the effect of the spoke snapping and the nipple firing up into the tape like a little bullet?
Yes. There's typically around 100kgf on that spoke which all let's go instantly. Getting through a bit of flimsy tape is easy.
My personal preference is for UST type rim beds. Slower to build with, but avoids any tape related issues.

maybe a dumb question but genuine thought UST only referred to the rim "hook" - is something else going on down in the area where the nipples are? ...and probably a different issue...a few years ago I looked at building a set of wheels with some sort of plugs instead of tape has that died a death?
UST means the bed is permanently sealed so no tape. (though after pretty much everyone abandoned UST they introduced a "ust ready" format which can use tape or a strip)
We had a wheel that'd broken a few spokes sat in our workshop a few years ago, and left on it's own, it snapped a few more that fired themselves a good 2 metres away. There's a good bit of force on them when they let go.
Fraud so. It may be a minor pain to clean the rim off now. Get the tape on order before CRC and Hermes lock down!

I left a wheel next to a radiator, pinged a couple of spokes! The spokes which failed had damage marks around the site of failure.
