That sounds odd - - is he tightening the right bolts first?

First tighten the top cap bolt to take up slack in the headset stack - not too tight as it will stiffen and wear the bearings - until any play/knocking goes - then tigthen the stem bolts on the side - not sure what recommended torque is but alloy stems are about 6nm?

The steerer is the right size I presume and he is not greasing the steerer?

Has he used carbon paste on the steerer?

I have never used anything on 2 carbon steerer's I have had - As long as they are clean (degreased) and not too shiny I can't see the need myself?

I've got an FSA stem on a Specialized carbon blade, alu steerer fork. There are some little spacer things between the two halves of the clamp that the stem clamp bolts tighten through. If they have a similar stem - you remove the clamp bolts, remove these spacers, and try again it will work... I assume they are to prevent overtightening on Carbon steeers... but they just stop you clamping it down!!!
