Brand new hope 142 rear hub just fitted an Shimano 11 speed cassette but still loose on fully tightening up am I missing a spacer on the free hub body?

Yes, around 1mm from memory (and a bad one at that). Slides on before the cassette.

Just measured it with my verniers (flat battery) and its around 1.5mm in width.
Probably floating around in the bottom of the box in a bag with the end caps?
