[Closed] Running horizontal (track) dropouts and a 143x12

Right, the frame i'm looking at buying (lucky me!) comes with removable dropouts, the ones to run SS are horizontal/track. Three questions:

1. Does this system work? surely as you shift the wheel the rotor comes out of alignment?

2. If i bought a threaded bolt/insert surely i could run a 143x12 thru axle in said dropouts - getting the advantages of a quick release and strength of a bolt through in one? something like this: http://www.syntace.com/index.cfm?pid=3&pk=1746

3. If thats a no-no, to ensure the wheel dosnt slip, will tuggnuts work?
