Have bought frame and shock, starting custom build.
Top shock mount is fine , bottom mount bolt is at 90 degrees, horizontal?
Is there an easy way to twist the lower half of shock to suit mounting bolts?

Cant you just turn the bottom of the shock? I've done that in the past.

The shock can rotate freely (though can be fairly stiff, especially if it's charged up). Putting the shaft end in the frame then turning the body is probably the neatest way
