Cable has stretched a bit since new - how do you adjust it?
I would fit a inline barrel adjuster between the frame and the bar tape.
In the short term with an allen key on the front derailleur.

New road mechs have tension adjust on the mech itself, but it's just new 105, ultegra and Dura ace.
ok - so this is 'intermediate tech' designed before anyone thought internal cabling was a good idea. .
My CX bike's Ultegra hydro setup has a barrel adjuster on the front mech cable at the front of the bike between the shifters and the point at which it vanishes into the frame, and the rear mech has a build in adjuster on the mech itself. Does yours not have something similar?
Even my bikes which have external cabling aren't designed to take down tube adjusters. I suppose inline cable adjusters are less dependent on frame design whether it's internal or external cabling.
The bike should have come fitted with inline cable adjusters as standard. Seems strange of a manufacturer to leave them off. Inline cable adjusters were pretty common since before internal cabling. My Kona Sutra had them on 105 brifters and that was more than 12 years ago.

Assembly flaw if there is no inline barrel adjuster fitted.
Get an inline adjuster added next time you're fighting with the recabling; until then undo the cable at the mech and swear profusely as it frays or snaps resulting in you needing to run new cables and retape the bars... I paid the extra for DI2 in the hope I can avoid this nightmare; battery life anxiety is so much better...
It's completely down to the bike manufacturer being too lazy to fit inline barrel adjusters. It is not a Shimano problem.
new mechs are adjustable, old mechs without inline adjusters is "pull it until it's right"
Just buy eTap HRD, then you'll never have to worry about it again 😉

No - this is a bike manufacturer failing to provide a bike with a basic (and fairly essential) component installed.
One reason why building a bike from scratch is so satisfying - YOU get to make every component choice decision.
I’ve recently bought a caad12 ultegra and was surprised to find no adjuster for the front mech.
Little poor really.
