My colleague has broken the shifter on his bike, the drivetrain is already shot, the tyres are down to the canvas - it's about ready for donation to the local cycle charities for parts.

He has the option of C2W and uses the current bike every day to C2W.  He doesn't want to spend a lot, so £600-£700 would be the voucher amount.

I've found a Merlin Malt for £699 which is a good first start. but has anyone seen anything else?

What would you recommend?

I’ll sell him one of these for £320 quid if he’s a medium. Hydro brakes, 11 speed ultegra in perfect working order. Even has mudguards! Not only that he gets the smug satisfaction of knowing hes not depriving the government of vital tax funds to sent folks off to Rwanda..

The Triban bikes from Decathlon always seem to get reasonable press for their price. Not ridden one but possible option. The cycling weekly review suggests the 120 would be a good commuter although not totally glowing review.

The other commuter bike that always gets good reviews is the Kona Dew although it is mainly flat, not drop, bars.

If there’s any flex in the budget then:  https://www.halfords.com/bikes/adventure-bikes/boardman-adv-8.6-mens-adventure-bike-2021—s-m-l-xl-frames-365774.html

I've nothing to compare it to, but very pleased with the 9.0 I bought

That Malt looks excellent for the money and would get my vote.

Sensible spec for the money.
