I did part of a fork and a bar with Plastikote from B&Q. Not a huge range of colours but it was fairly durable.

Realistically most stuff from a spray can isn't going to be all that. Halfords own brand, pick a colour you like, lots of coats...

hammerite or plasticote. Plasticote is nice and easy to shoot though it's hard to do repairs/tidyups on, Hammerite is a bit brittle but very very easy to spray with. Absolutely NOT halfords car paint, it's cellulose and not tough enough for a bike that sees real world use, and also quite a lot of effort and cost to spray (needs proper primer, base, clearcoat)

Smoothrite does an "adequate" sort of job.

Smoothrite with a dustcoat over the last wet coat can look very nice, and feels lovely... Bit bloody tricky to get a perfectly uniform finish on a bike frame otherwise though I find.

I wouldn't use hammerite as it chips easily. If you don't mind only having a choice of metallic grey or black http://www.rustbulletuk.com/ can be sprayed and although it's primarily a rust treatment it drys rock hard. If you don't use cling film between the paint tub and lid once it's opened they stick together and you won't get the lid off!

I hammerited a pair of forks about 13 years ago and it has lasted well. Has chipped a bit as mentioned above - I think it might not be so durable on a chainstay or down tube.

Montana - the choice of top graffiti artists. Have a look on ebay, a far superior product with a quality nozzle.
