Hi,
I'm taking Tora forks off a frame with a Cane Creek headset.
Is the bit at the bottom of the steerer part of the forks or the headset? (the bit that's gold on top and black below).

That's the crown race. Part of the headset.

I don't think I was ever cut out to be a bike mechanic!

As Jambo said, encourage it, with a screwdriver and hammer. Be careful not to scratch the steerer, or bend/damage the race.

Have you started taking it off already? In that pic it doesn't look like it's seated properly. To get them off I normally hammer a paint scraper/screwdriver between race/fork crown, then once it's moving (looks like you're already at this stage) gently tap it on either side to work it up the steerer.

You can try easing it off with a screwdriver between the crown and race. A couple of gentle on the screwdriver taps will encourage it. Or you can turn the forks upside down and tap it gently with a small metal drift to get it moving.

In all cases work your way round the steerer doing a bit at a time.
