can i change the oil in my motion control damper without removing the fork lowers ?

Yep, undo cable (if you have pop loc or push loc), use a spanner (15mm I think) or adjustable to undo the damper, be careful not to gouge the crown and have patience it's quite a fine thread.

Once out turn the forks up side down and drain out oil, replace with fresh, oil weights and measures can be found on teh RS website.

Oil needs to be measured pretty carefully from experience. You can get large syringes from photo developing shops. and there is a washer on the top of the damper which can pinch when you put it back, in so wiggle carefully.
