If i have tubeless ready tyres would i be able to use them on non tubeless specific rims if i seal the rim bed with the appropriate tape and use the appropriate valves and sealant?

Yeah, we all did that for years before TLR rims became the norm mate.

I'm going to slightly disagree here and suggest that you need tubeless conversion kit or ghetto it with an old inner tube. I've used Joe's conversion kit with success in the past, in fact my singlespeed is still running it.

I think the tyre would be a bit baggy and hard to inflate if you just went with standard thin tubeless tape.

Aye, I'm assuming the OP has read up on building tape layers up, or using a rim strip, possibly not though!.

I managed it on some old Mavic 717's and Specialized tyres. Just used thick tape. Only issue was the tyre didn't lock onto the rim so needed more than a track pump to inflate. One up they stayed up.

A diy tubeless inflator out of a 2l bottle worked well.
