i was looking at the schwalbe rocket ron, it said it was a tubeless tyre, does this mean i can't use it with a tube?

Yes, you can.
However the sidewalls are fat and the bead tends to be thicker, which may mean the tyre won't seat properly with a tube.
Personally, no experience of Schwalbe, but I have come across others which sit a bit wonky with a tube inside them.

Never heard of that - and I've got 2 RRalphs with tubes on one of my bikes.
They're about 200g heavier than the standard Evo version and they'll be harder to fit. You can, but there's no real reason to use them. If you want a tougher tyre, use the Double Defence version.
Tubeless rims are different to normal rims, as the name implies you can use tubeless tyres. The usual quick fix for a puncture on a tubeless tyre is to stick a tube in it until you get home - which is a roundabout way of saying yes to your question (as DezB already pointed out).
Should also say that tubeless tyres are usually a bit more expensive than the normal sort as they need thicker rubber to stop the air leaking out.

One other question, if it was your money: Panracer or schwalbe? 2 of my mates run these tyres, one swears by one brand, one by the other. I want a light, fast grippy tyre for XC riding and racing
Schwalbe are always highly rated. They are so expensive you [i]have[/i] to like them. 😉
