No customs charges on private Hong Kong imports, just a longer wait.
For a commuting light, I'd suggest a multi mode light (5 mode normally). The High/Low/flashing on these std units, are too high for road use, or too low to be useful as a 'seeing' light & the flashing downright dangerous for other road users - my opinion, others may not agree. The 'extra' two light levels (well actually normally a 'medium' setting & another flashing mode) you get on a 5 mode is more useful intermediary.
I use just that light - I agree with z1ppy that flashing is just dangerous.
However I find that even my meagre riding skills can make even high not enough light - it's quite floody, so I supplement with a more focused helmet light.
My commute is mainly unlit country roads including a couple of 80m plus climbs and descents on a road bike though, so half of that might be irrelevant to you.
If you're mainly in urban areas you might want something with a bit of side flood as well so that people see you in junctions.

urban or unlit rural? For urban riding you need a really wide beam with lots of side visibility and a large area the light comes from. I would not use a torch on its own. No side visibility
Obviously unlit roads is different
