Is there anywhere I can hire a chase and face tool, headset press and brake mount face tool.
I know the obvious answers are 'let your LBS do it', but I really want to do the whole thing myself for the satisfaction.

See if the LBS will let you use the tools in the shop, cutting tools seem massively expensive so I doubt that they'll want to let them out.

It'll cost you near £500 for decent tools that you want.
Easier to go to the shop and pay them to do it.
