.... is 26" wheel, steel, with a tapered headtube and horizontal dropouts (to run hub gear). Also can't cost mega money....
Anything out there?

I suppose anything costing more than an On-One carbon 456.
I suppose aluminium might be ok if just steel is too limiting.

Chumba HX1 - Alu but comfy. I used an Alfine on mine for a couple of years. It uses an EBB for chain tensioning.
