Any suggestions for Halloween fancy dress that might be suitalbe for a 10k ride in the dark? Also, any cheap enough palces to get this kit?

All you'd need for this is a razor, an eyeliner pencil and some black/white facepaint. I'd be tempted to shave my head to go for this one, it looks great.

Anything with a cloak should look good (until you wrap it round the back wheel)
