Hello,
I am considering getting a Garmin 800 mainly as I am going to France in the summer on the bike. Does the basemap cover all of Europe and is it good enough to navigate on minor roads?

The basemap is useless.You need maps.
http://openmtbmap.org/ are good and free though. Instructions are on there somewhere.
It'll still only really be suitable for following a pre-planned route. navigating as you go is too difficult on such a small screen.
