Trying to service old Carrera , headset needs regrease at least ,poss even new bearings but the forks don't want to part company with head/frame removed spacers  etc sprayed with WD40 as rust evident on headtube .

Used piece wood and suitable hammer /lump hammer sharp taps ,no movement atall or only a micron or too.

Letting WD do its magic while water consumed.!!

How old?

Are you sure it's not a threaded headset?

Apply a bit more dynamic force to it

Was my first thought - it'll become obvious after its been bashed with a lump of wood a bit more any how ☺

Have you popped out the split washer that pre-loads the bearings ?

If it's not threaded, then take all the top caps off, and you should be able to remove the top bearing... that usually does the trick...

Now you've got it to move down a smidge, tap it back up, then down, then up etc etc.

I assume it needs the tapered washer out.

If at first, you don't succeed; hit it harder!
