Only in your imagination! Surly do a steel version.
I bet there have been a fair few custom to frames built to that spec- it makes sense for a simple set up.
I have a few Surly bikes (love 'em). I had a Ti SS 26er which was pretty good but I have a hankering for that which does not exist.......

Titanium 29er, racy geometry for 100mm forks, adaptable for 2x10, 1x whatever and hub gears, also needs to have rack mountings for touring use and be light rather than burly, also needs to cost no more than £1500.

My vanity bike. Nothing on it that isn't required in terms of bosses and mounts. I ran it fixed for a long time so was tempted to take the brakes off too.
