are disc brake adapters front and rear specific or can you just use them at either end as long as they are right size for the rotor?

They're not front and rear specific, but the same adapter on IS mounts will need a +20mm rotor on the front as opposed to the rear.

so does that mean I need if I wanted to use a 160mm rear adapter on the front it would require a 180mm rotor, and vice versa, or have a misunderstood?

Yes That is if the frame and forks are IS mount and the brakes post mount

Yes - 160mm rr adaptor is basically a 180mm front.

yes thought you could use front on the rear but need a bigger disc

also worth looking at http://www.singletrackworld.com/forum/topic/unusual-brake-mounting-problem if you looking at front mounts.
