Tried to fit s rack the other day to a carbon gravel frame one of the lower eyelets the bolt would thread I to the mount eyelet but not tighten up tight, just kept turning. I'm assuming the thread in there is loose in the frame and moving when trying to tighten off. Any suggestions if how to fix or can it be replaced? Rack not needed all the time but is useful at times.

It sounds like the nutsert was not installed correctly. They rely on being tight against the material to work so usually need reinstalling to fix it. Without seeing it I am guessing slightly. The replacements are quite cheap, but the tool is a bit more expensive and you will probably have to drill out the old one. Pics will help though.
There was a vid posted the other day showing how to fix this (for a bottle cage i think). Have a search.
It is usually a rivnut.
The tool to tighten them are quite cheap on eBay.
I bought one for an old Giant where bottle bosses kept coming loose.
They can be replaced fairly easily as well if this will not tighten.
