Thinking of replacing a short cage XO mech so I can run a wider gear ratio, new XO mech is a fortune, so do I go X9 or can I go Shimano Saint or other?

Shimano is a different actuation ratio, so SRAM only

Yes, yes you can. But your gears won't work.
