any forks can in theory be reduced in travel, you just need the correct size spacer installing within the fork and maybe a revalve to compensate the difference (not sure on that fork about the revalve).

Should be fine, its only the new Rev 29ers that can only be reduced to 130mm.
So far I've discovered that Dual Air RS forks can be reduced but Dual Position Air can't.
If anyone can point me to some cheap 29er 140mm Rebas or Revelations then I'd be grateful. Hibike.de and 29squadron are front runners for cheap deals at the mo.

No you need to start with 140mm specific forks, and then adjust down as necessary.
