as far as i know you have to replace the full top section

At which point it's cheaper to flog yours and buy some with the correct length steerer (assuming that's the issue)...

or if you know yours a re good internaly, get TF/MOJO to replace the uppers, and flog the old ones to someone with worn stanchions.
