Attach to presta valve - air escapes and handle shoots up. Where is the problem? In the head attached to the pump? The pressure gauge? Elsewhere?

The nut that goes between the floor and the handle is defective.

on all wheels or is the valve just stuck on one tube ?

have you had the hose off ? Some have a ball-bearing in the line to make a non-return valve
