I'm around a 29" waist and I've got plenty of room in the small size. I haven't used them on the bike yet but they were excellent for our holiday in South Wales a couple of weeks ago. I wore them over a normal pair of 3/4 trousers and still had the tabs tight. I think you can assume they are sized as overtrousers. I got mine from Merlin.

Medium will be fine - I'm about a 32" waist and have them as tight as they'll go.

The Attacks are better than the ones they replaced (Dry Lines perhaps??) but the material isn't durable enough for wearing a lot. I've found delamination occurs relatively quickly in certain places and this is even before they've gone near a washing machine.

The previous ones wore down pretty quickly and I ended up with a hole in the rear, but Merlin were kind enough to replace them with the Attacks.

The cut is a lot better than the previous ones too, they're fine with knee pads and the material isn't too harsh when wet.
