Been offered one for £200

Reynolds 531 tubing
Mavic rims
Shimano mechs
alloy bars and stem
Mafac centre pull brakes

that bike was sold on retrobike for £65.
the bloke trying to sell it to you for £200 is a proper w anker.

looks nice, fun ride if its your size. I'd pay £70 delivered for it. If you're looking to spend £200 on steel it better be high spec or something special. I'm rebuilding a peugeot vitus frame, 56cm if its of interest... looking for less than £200!

I had one recently. It was heavy and had twitchy handling.

Paid £50 with a spare set of wheels for mine.

15 years ago I bought a higher spec used 531 Dave Marsh for the same money. That is not worth £200. I gave the frame away for a small charity donation.

Peugeot PFN10 with Vitus 171 tubes, Steel, not dissimilar to reynolds 531 IIRC. If it were bonded alu then that would be more interesting!
