Rivets or welded?

I hear welding can increase the chance of stress fractures especially on the down tube.
So I am toying with the idea of head tube mounted cable stops and under the bb routing.

Rivet cable stop are appealing as would work out a lot cheaper.

The frame only has 3 x "zip-tie bosses" along the top tube. So open to cable routing ideas...

I'd glue them on personally, anything else will involve drilling into the frame (which will probably be fine, but would give me the heebie jeebies) or welding (which would cost as ti welding isn't something you can do in the shed).

What's actually wrong with the current routing?
