I would like to build one of the above and have a few questions.
Does anyone do light xc 24" rims? Is it possible to build a standard "small or x-small" frame on 24" wheels so that 26" wheels can be used on the same frame at a later date, or would it look daft?
I'd appreciate any advice

I'd have thought it'd be decent lightweight 24" XC tyres you'll have more trouble finding.
it's perfectly possible to fit 24" wheels to any disc braked 26" bike, but be aware the BB will drop quite a bit, if it's for a smaller rider, shorter cranks would be a good idea.

maybe look at 24" kids bikes (specialized, ilsabikes(sp), as someone said, the BB is going to get lowwwwwwwwwwwwwww otherwise
