Well after much searching for a 20mm axle that I could use on a bike carrier and be able to "lock" it on, I decided to get one made instead. Nothing fancy but hopefully effective!

All I've done is got it longer on the threaded side and a hole drilled through so I can put a padlock through it so the axle cant be removed.
