Same rules for measuring chain length on a 1x11 set up as a regular one?

Depends. SRAM 1x needs 1 extra pair of links in it.

Technically it doesn't need it, it will work just fine with big cog - chainring + 2. They did the + 4 thing to allow you to go one size up on the chainring afterwards.
