Xtr shadow plus medium cage rear mech with x0 chainset 28-42 and 11-36 cassette
Would it work? If not would I have to change to a 11-32t cassette or a small chainring up front eg 39t?

In theory no, in practice..... probably just get a slack chain in small/small combo.
(Range of shimano gs mech = 35, your setup = 39)

You need the SHAME OF THE LONG CAGE.
and your front shifting will be poor.

If I changed to smaller cassette ratio 11-32 would it work?

I'm running an 11-36 and a 50-34. Even long cage it reaching its limits at that - but it works (and my front shifting is fine by the way - with 105 STIs)

As long as the drivetrain is set up well and you're not ham fisted with your shifting a medium cage will work fine (IME)
