Went to Welwyn GC to ride the cross champs. Drove in and parked, raced, got back to the car and had a PEN stuck on the window. Nothing from the organiser to say to pay parking (until I got home and found an email!), the event marshalls controlling parking didn't mention paying either, just directed me. I don't remember seeing a car park board or owt at the entrance to the park (looking at google earth confirmed there isn't one at the entrance to the park). After getting the ticket I looked around and saw two blue signs in the hedge.
Ok so if I pay this invoice now it's £30. Seen lots of stories on forums about ignoring the PEN and all the nasty letters that follow.
Is £30 worth the time and grief of having these private car park companies on your back for months on end?

Would you pay this Parking Enforcement Notice?

Invoice means **** all send em one back saying somehow you have been sent an invoice and will be charging them 120 quid an hour to actually have to deal with finding out who was driving the vehicle if they don't pay take em to court

Did you get photo's of the inadequate signage? Ive successfully appealed Penalty notices twice now after getting pics of the crap signage/broken yellow lines on the road. Not sure I'd just ignore it though unless you want the bailiff round on Xmas eve

I thought the common approach was ignore it unless it was issued by Local Authority or Police?
Posted 5 months ago # -
I'd not pay it, and write to them to appeal - i think they rely on people just paying them, without appealing the PEN. Does the £30 fee get 'suspended' during the period of appeal?

Did you get photo's of the inadequate signage?
Sadly not, no camera, and tbh not having one of these before I thought it was something I couldn't avoid paying, so I didn't look around any further either for evidence of crap signage.Posted 5 months ago # -
You Looked on google earth? They don't update it for each event?

This. If its issued by a private company they are pretty much toothless. You just need to be able to ignore increasingly threatening letters without stressing out over it.

Unless it's local authority, county council or police then don't pay it.
They are relying on you "accepting" the contract they are trying to enter you into by allowing you onto their property.
Ignore EVERYTHING they send you - have a look at Pepipoo.com for info.Posted 5 months ago # -
If its from a private company ignore it. Its a speculative invoice based on nothing at all.
Have NO contact with them at all. Once you show you're real as it were they will hassle you more.
Who was the company that gave you the ticket? You should be able to look up the letter chain you will receive on MSE or pepipoo
You'll get some scary looking letters but keep your nerve!!if it was the council there may still be away out of it.

The event was at a long established public park (Stanborough). Normally would expect to see a big blue board at the entrance displaying charges etc same as any other car park I've used.

Who was the company that gave you the ticket?
APCOA Parking UK Ltd
Posted 5 months ago # -
do not contact them. ignore it unless it is a council owned car park. in which case, pay it.
Posted 5 months ago # -
i was at the race today also. I did not see any signs telling us to pay for parking. we didn't pay and display BUT I didn't get a ticket either?
what cat was you racing? how did you do?
i was pitting for the VCL guys.

Do not enter into any communication with them whatsoever
Even if they did pursue it through the courts [they're not], how are they going to find out who the driver was?

Raced V50+, did ok, got a gong ( No name, don't want to incriminate myself
) Very poorly attended wasn't it.

Ignore it
Ignore anything else they send you
Forget about it.I have had a fair few of these from Motorway Services Car Parks over the last few years.
As I do a lot of late night drives back from Europe in the van, I often pull in for a few hours kip late at night. Had loads of Penalties come through the post.
Have ignored all of them and nothing has ever happened.

I'm LL too 1111.

Stanborough is owned by the Welwyn Hatfield Council, so I think you'll have to pay.
Or at least you shoudln't just ignore it.
Posted 5 months ago # -
If it's council owned, then ignore my earlier post and pay it
Posted 5 months ago # -
ah ok. so our paths have crossed before then. I ride for VCL ride a kinesis evo4 with green bar tape and green cables. (normally found at the back of the field)
Posted 5 months ago # -
Ah right, council owned and so they've just farmed out their parking control to a private company. Puts a different slant on it I s'pose.

kinesis evo4 with green bar tape and green cables
Ah, yes, think I've seen you about, or at least your bike!

right this is important..
is it a penalty charge notice, or a parking charge notice The former is council the latter is private.
Get over to Pepipoo and get some good advice. You don't want to fork out £30 if you don't have to.
[/url]found this
dressed up as a council ticket..

Thanks Martin, just registered with them and posted this up. Ta.
On the notice it says it is a "Parking Enforcement Notice" and I have to pay a "Parking Enforcement Charge".
Posted 5 months ago # -
if its a parking enforcement notice, its issued by a private company.
if its issued by a private company they 'could' (in theory) take you to court.
however, the chances of them doing this are minimal, as they dont have any proof who the driver was, and any 'contract' is always with the driver. (as it isnt a speeding ticket, you are under no obligation to reveal who the driver was)
so, really, what this amounts to is "we would like £30. and we would like it from you, so please give it to us or we will ask you again."
ignore it.Posted 5 months ago # -
sounds like a private company, ignore every letter and don't admit you were the driver. they will go away.
