What powers have the RSPCA actually got?
Don't the RSPCA have powers to bring charges of animal cruelty etc on behalf of the animal? I.e. the police bring them in to assess whether cruelty was inflicted, if the RSPCA advise yes they can be charged? The RSPCA themselves don't actually have any powers other than to bring private prosecutions, much like any other member of the public?
