So sorry for this, but I think I'm all out of ideas, been through the whole obvious list but came up with nothing as we can't do anything that involves technology, she's to old to grasp it, and vase/candle/smelly's are out as we have done them to death already.
To give you an idea last year we bought her one of those continental quilts you get in hotels as I thought she may like the extra warmth, but I don't think she liked it that much 
Any bright ideas on a £40 budget?

I recently took my 88 year old grandpa out for a meal followed by a trip watch the bbc scottish symphony orchestra, he hadn't been to see one since 1933. He really enjoyed it and I reckon it would be a nice gift.

I know you said no technology but a simple digital camera shouldn't be too complicated and she can take pictures of her grandchildren (ahhhhhh).
I had thought of a meal out followed by a show, but well above budget considering I would need to stay in a hotel as well.
The trouble with anything I can't physically give her is getting her there, so I think they are out.

Or £40 of Tesco/Sainsburys/M&S? wherever she shops vouchers? Old folk do tend to appreciate not having to spend their old aged pension on everyday stuff and hence they dont tend to appreciate stuff that we think is luxury for them. How about if she is on electric or gas prepayment putting £40 on her gas/electric?
we get my wife's aging parents a bunch of local honeys, jams, pickles and chutneys from the nearby farms. They always go down well.

We got a cool photo frame with photos of the kids in made up - she loves it.
Old folk feel the cold. Just bought my 87 year old granny a nice quilted body warmer from M&S for £35. She'll love it.
