    For racing/competitive riding, yes.

    For normal riding, no.

    They are in Spain though.

    No, they’re not….

    Well not for general riding.
    However, as soon as you take part in anything organised officially by any club/federation/etc then they are compulsory in order that the organisers insurance is valid.
