Sometimes you have to boot into safe mode to uninstall AV software.

What message is avast giving you?

Out of interest why get rid of AVG?
Has IE been attacked? Try running spybot or similar before running Avast,it will get rid of the cookies & other stuff stopping a clean install.

My laptop can't update anything from Microsoft, going to ditch the Windows and get Ubuntu there. Especially after MS have refused to acknowledge the security issue the Germans raised questions about. Useless!
