twang is right. I have see the descent from Top Riley - just west of Eyam - to Stoney Middleton referred to as Jacob's Ladder, albeit not on my OS map

There's one in Cheddar but you wouldn't want to try and ride up it. You might try and ride down it however...

We've got one too. Have actually ridden it (kinda) in the dark but it's better for fell running -

Aggies Staircase Fell Race

The race is held under FRA rules, race category BS.

From: Punstock Road, Darwen. GR689221

3.8 miles with 1150 feet of climb including three climbs of Darwen Moor. Starting at the top of Punstock Road, the route climbs a path then a track past Sniddle Hill Farm before crossing steep fields to join the main track up to Darwen Tower.
It then descends through the small quarry towards the top of Bold Venture Park, [b]climbs steeply up a rough path known as Jacobs Ladder[/b], heads across the moor and then down to the foot of Aggie's Staircase.

One in the Wye valley above Redbrook, south of Monmouth. Nice and cobbled. to short to bother with but its an ace motorcycle section up.

one in Kidderminster more a path than anything ,quite steep but called jacobs ladder ,none the less

There's one in the Dart Valley, in the River Dart Country Park. (THat's the one they named Dartmoor after :-))

One in Bath running from Alexandra Park down into Widecombe area. It's a steep, twisty footpath, mind, with many many steep steps.

And quite possibly unrideable.
